Health Coverage in Tunisia: 81% of the Population is Covered

According to the results of the General Census of Population and Housing (RGPH 2024) published by the National Institute of Statistics (INS), nearly eight out of ten Tunisians currently benefit from health coverage. The rate stands at 81%, representing a slight increase of 0.5 percentage points compared to 2014, when it was 80.5%. However, approximately 2.2 million people, representing 19% of the population, remain completely outside of any protection system.

Breakdown of Health Coverage

The National Health Insurance Fund (Cnam) remains the central player in the system, covering more than 7.2 million Tunisians, or 60.6% of the population. The Amen Social program ranks second, with 18% of coverage: 6.9% through the free care card (AMGI) and 11.1% through the reduced-rate care card (AMGII). Mutual insurance and other alternative mechanisms, on the other hand, only concern 2.4% of insured individuals.

Disparities in Health Coverage

The survey also reveals a disparity based on gender. Women appear to be better protected overall, with a coverage rate of 85.3%, compared to 76.5% for men. As a result, men are proportionally more likely to remain uncovered: 23.5% of men compared to 14.7% of women.
