University Services to Undergo Modernization Plan

The university services will be subject to a modernization plan aimed at improving the living conditions of students, according to the details provided by the Minister of Higher Education during the budget session on November 17, 2025.

Recognition of Shortcomings

The Minister acknowledged the existence of significant shortcomings in essential services such as housing and university restaurants, recalling that these are fundamental needs and not secondary comforts. To address this, several projects are underway:

  • Addition of 7,000 new beds in student residences
  • Construction of six sports complexes
  • Energy transition of campuses
  • Reinforcement of access to water through the installation of reservoirs to prevent cuts during periods of high consumption

Housing and Student Support

In terms of housing, 64,000 students will benefit from a place in a student residence in 2025, representing an 85% satisfaction rate of requests. Meanwhile, 27% of students from low-income families will continue to receive specific support.

University Restaurants

Regarding university restaurants, the Minister recalled that the student contribution remains symbolic, set at 200 millimes, and that university restaurants serve approximately 14 million meals per year. Digitalization is also progressing through the generalization of the electronic meal card, a measure intended to rationalize consumption and improve service quality.

Scholarships and Loans

More than 140,000 students currently benefit from scholarships and loans. The Ministry is preparing a comprehensive review of the university life system:

  • Update of the decree governing university services
  • Revision of the criteria for awarding scholarships
  • Reform of housing rules
